To become a mermaid in The Sims 4, your Sim must first visit Sulani and go to a cave near the waterfall. Explore the cave multiple times until you get a Mermaid Kelp in your inventory. Let your sim eat the kelp and they’re going to get energized.

After this interact with the water and you’ll see that your Sim will now transform into a mermaid.
